Encounter Notification instead of Encounter Prevention#954

We have a student with a medical disability and we cannot restrict his passes. However, he goes in the hallway to see his girlfriend. We cannot put them in an EP group, because that might block his pass to the restroom if his girlfriend is already out and about.

It would be nice to have a 1-way EP (girlfriend cannot get a pass if he is already out but it will not block him from making one) AND encounter notifications if he makes a pass after she already has one so someone can keep an eye out and be sure he is going to the nurse/restroom and not to see her.
