Allowing a queue feature that pairs with a classroom limit.#528

I want to limit my passes so that only one student is out of my room at a time, but this often becomes difficult for students as when one student returns, the next student has to wait sevral minutes in line before they can leave. Having a queue for my room that works with the building queue would be helpful.
Another way of thinking about it would be that if student A is 1st in line to leave my room, but student B is already out, other students in the building could be advanced in the building queue past student A until student B returns, making student A then the first in line for the building again.
