OVERWRITE ENCOUNTER PREVENTION PASSES#503

If two students on an encounter prevention are needing a pass at the same time, ADMIN should be able to overwrite and allow passes to be created.
EXAMPLE:
Student A and Student B are on a prevention list together
Student B is out in the bathroom
Student A is arriving to school late yet a pass can not be created for student A as Student B is already out.
Student A is left going to class without a pass.

Other exmaples for going to main office, guidance, nurse, etc.
