Allow Scheduled Room Closures#2029

We have 4 bathrooms open in the morning and a different 4 open in the afternoon - every day, someone has to manually open and close the bathrooms in the morning and then midway through the day. Additionally, places like the library are often closed for testing all of which is known ahead of time, so scheduling closures would improve smartpass as a whole.
