Make Teacher Created Passes Wait For Approval#1959

Please make it an option for teacher created passes to wait for approval just like student passes. I am a librarian and often cannot help someone right when the pass is sent. My building primarily uses teacher created passes. I need all passes (student or teacher created) , to wait for approval.
