Encounter Prevention#1827

I’d like to be able to approve a pass and rather than receive a notification that there is an encounter prevention, just send the student to the waiting line until the prevented student’s pass is complete so that I do not have to sit and wait for the student to return before being able to approve the pass fo the student requesting.
If student A sends me a pass but is prevented because of student B, I cannot approve until student B returns. I’d prefer to be able to approve as soon as pass from student A is sent and student A can be sent to wait in waiting line until student B’s pass ends.
