Don't allow frequent misusers to end their pass#168

Allow an option for those scholars who end their pass and never return to be blocked from ending their pass. The teacher should be the one to end that pass. This could be a temporary block to be re-opened to the student after a certain amount of time has passed and the scholar has show they are responsible enough to end their own pass honestly.
