Notify teacher when reported scholar is found#167

Some scholars who are reported never come back. Teachers need to know if the scholar has been found, and if found, if they have been placed in ISS or told to return etc… This should be notable on the smart pass. If they are told to return to class and do not, then the scholar needs to be held accountable.
