Schools should be able to lengthen the time a student is "first in line" to be longer than 30 seconds#1584

For schools that use kiosks or times when students are not on their 1:1 devices, there should be an ability to change the way the queing system works. It is unreasonable for students be able to see the kiosk and accept a pass within 30 seconds when they should be focused on their learning until their pass comes available.
