Ability to Disable Comments#1559

We would like students to be able to request passes to our pupil services team, however, with the option to include a comment, students are disclosing sensitive and time-sensitive information and our pupil services department are not always able to see the comment immediately. PLEASE create a way for us to disable comments when requesting certain rooms.
