limit the number of passes students created to a specific room everyday.#1552

If we could please have a way to limit the amount of passes students can create to a specific location. We tend to see alot of repeated passes to specific location. For example, Jack has a 3 pass limit for the day and he uses all three passes for the library. If we could make sure Jack only is able to make 1 pass to the library per day, that would be helpful.
