Decline Messaging Needed#1473

We need the ability to respond when declining a message. As it is, student see we decline and then resubmit rapid fire as we continue to decline. It would be a better use of time to have the ability to let the student know why they are being declined.

You can respond with a message. Click on the 3 dots at the top of the pass and it allows you to put a message when you decline
