Time cutoff on flex#1180

It would be nice to have the ability to turn off flex signups at a particular time. This would prevent students from changing locations at the last minute,

YES! Someone at our school generates a list at a certain time each day so teachers and subs can easily see who should leave their room. Setting a cutoff time would prevent last minute changes and unnecessary confusion.
