Prevent teachers from overriding pass limits#1059

When a student has used all their passes for the day, don’t let teachers override the limits for specific locations. For example, the student may need the bathroom but can only use the nurse’s bathroom when they’ve used all their regular passes. The teacher cannot still send them to the regular bathroom.
